Why not use Morocco.
Morocco has enough kms of dirt roads and sand dunes to do all the stages, that way they would sure have more participants and more of us can follow the rally.

As we can see this is their 9th edition since the last Lisboa - Dakar Rally was cancelled in 2008 were we where in Merzouga waiting for them like many others to follow them in the Moroccan stages.
